Working in Taiwan Before Graduating

Foreign, overseas Chinese, Hong Kong and Macau students with valid ARC who would like to work part time/intern legally in Taiwan shall apply for a work permit. No matter your job is on/off campus and with/without pay, you must have a work permit.

※Overseas Chinese students apply for part-time jobs can refer to Article 50 of Employment Services Act and Article 50 to 55 of Regulations on the Permission and Administration of the Employment of Foreigners.

With the exception of the winter and summer vacations, foreign students’ sum of working hours shall not exceed 20 hours per week.

The Work Permit needs to be renewed every six months. The valid deadline for first-semester applications is March 31 of the following semester, while for second-semester applications, it is September 30 of the same year.

Illegal employment is penalized with a fine between NT$ 30,000 and NT$ 150,000, and deportation (Article 68 of the Employment and Services Act).

Taiwan Scholarship Recipients who are found engaging in any illegal labor activity in Taiwan will have their scholarships revoked and will need to return any stipend and subsistence allowance given to them from the day that illegal employment started.

Foreign, overseas Chinese, Hong Kong, and Macau students should hold a valid ARC and complete the student registration procedure (which requires students to pay tuition)  

Application reasons should be one of the following: 

  • Financial issues 
  • The academic or research offices at NCCU need international students’ assistance for work
  • Internship required by or related to the curriculum 
  • Graduate students with NCCU’s permission to do research work related to the curriculum  

“Financial Issue” reason CAN’T be applied to Taiwan Scholarship and TaiwanICDF Scholarship students.

These are the required documents to be prepared before applying for a Work Permit:

  • Photocopy or scan of passport
  • Photocopy or scan of ARC (front and back)
  • Enrollment certificate (available for downloading from iNCCU)

Apply work permit with ONE of the following four reasons:

  1. Financial Issue
    Please email to Carol (carol67@nccu.edu.tw) regarding your financial issue, including your name and student ID. (ICDF and Taiwan Government Scholarship students CAN’T use the financial issue as the applying reason)
  2. The academic or research offices at NCCU need international students’ assistance for work / Internship required by or related to the curriculum / Graduate students who have NCCU’s permission to do research work related to the curriculum.

Please kindly ask the department/program or relevant office to provide the official letter with their letterhead. The letter should include your Chinese and English names, student ID number, application reason, department/program contact person, issued date and the 2019/1/23 stamp of the department/program or relevant office.

Online applications may be processed more quickly, if your application is completed and correct.  You can get updates on your application status directly in your online account.  

To apply online for a work permit, please follow the next steps:

Create an account on the Workforce Development Agency website and follow the steps to complete the applications. Use the Online Application Work Permit Online Application Instruction for more guidance.

Pay the NT$100 fee:

  • For ATM payment: select the ATM payment option and print the serial number (16 digits). Go to the Post Office ATM before midnight on the day of the application and select Bill Payment/Tax, Intra-Bank Payment (5) and input the 16 digit number to transfer the fee to the Workforce Development Agency.
  • At the Post office (before completing the application): deposit the fee at the account of the Workforce Development Agency. The account name is 勞動部勞動力發展署聘僱許可收費專戶 and the account number is 19058848. Keep the receipt and fill the website.
  • Via Taiwan Pay: scan the QR code and complete the payment.

The application will then be sent to the school for review. 

The Workforce Development Agency will send emails to confirm the application and the application result.

Graduating students must secure employment and then apply for a work permit through their employer. Depending on the company’s HR practices, the company may prepare certain documents but you may need to submit them to the Workforce Development Agency on your own.
